Health Insurance
It is mandatory for all registered
postgraduate students to have health insurance coverage.
Arriving in or returning to Quebec
- Persons arriving in Quebec to take up residence must register for the
Health Insurance Plan, even if they were registered for the plan in the
past. Generally speaking they will be eligible for the Quebec Health
Insurance Plan after a waiting period of up to three months following
their registration with the Régie de
l'assurance maladie du Québec (RAMQ).
It is important to contact the RAMQ upon
your arrival in Quebec to obtain a registration form and submit your
application as soon as possible. It is recommended that you take out
private insurance within five days following your arrival in Québec for
the waiting period.
If the resident/fellow
is married, and is applying for Quebec Medicare for a non-working
spouse, please bring a copy of your marriage certificate translated into
French or English. This document may be needed as proof of relationship
to the worker (resident/fellow) when the application for Quebec Medicare
is made.
Residents - Trainees remunerated by the Ministry
of Health should also contact the Director of Professional Services
at the McGill hospital where they are working for medical insurance
offered by the hospital, via the Residents’ Collective Agreement. If you hold Blue Cross or other insurance
coverage from the province or state where you are now living, you should
not cancel it or transfer it without prior consultation with the
Director of Professional Services of the base hospital you are assigned
to in Montreal.
Clinical fellows - Please note that if you are a clinical
fellow (not remunerated by a Middle-Eastern sponsor) and you wish to
complement the coverage provided by the Quebec health insurance
plan, you will need to purchase private insurance coverage. If you hold
Blue Cross or other insurance coverage from the province or state where
you are now living, you should not cancel it or transfer it without
being certain that you are adequately covered.
For persons subject to the waiting
period described above:
The person (or their sponsoring agency,
in the case of trainees covered by a signed agreement between their home
government and McGill University) will have to subscribe to a private insurance
plan covering those costs during the waiting period.
Further to requests concerning medical
coverage in the interim period prior to Quebec Medicare taking effect,
McGill University has made arrangements with
ETFS (the
same insurer who covers McGill International Students) to offer coverage for clinical fellows and residents at the same rates given to the rest of
the university population.

RAMQ registration procedure for those
arriving from outside Canada to take up temporary residence:
1. Please follow the instructions listed

2. Go to a RAMQ office or any other designated establishment - list
provided with the application - and bring photo and original documents plus
certified photocopy of documents required.
